Resolution of the 16th Congress of the Provincial Party Committee has identified tasks and objectives lasting towards 2020 that is to effortfully take Tuyên Quang to having become a good-development province in the northern upland provinces. Over the one-half of its Congress term, where is it now in the roadmap of its objective implementation?

According to a report of the Department of Planning and Investment, there are 11 provinces in the northern provinces, including: Tuyên Quang, Hà Giang, Yên Bái, Lào Cai, Điện Biên, Lai Châu, Sơn La, Lạng Sơn, Cao Bằng, Bắc Cạn, Hòa Bình. There is a total number of 19 development targets. So far, Tuyên Quang has had 15/19 targets ranked as good level in the region. Of which, the targets group of economic development with 6/9 targets have reached the good level in the region, equal to 66.7%; the targets group of social development with 4/5 targets have reached the good level in the region, account for 80.0%; targets group on environment and governance with 5/5 targets have reached the good level in the region, account for 100%.
Each has specific figures as follows: Economic development has nine targets: (i) Average income per capita in 2016 was 34 million VND / person / year, ranked the third; (ii) GRDP growth rate in the first 6 months of 2017 reached 6.2%, ranked the fourth; (iii) Economic structure: agriculture 24.4%, industry 31.54%, services 44.06%, ranked the sixth (shares of industry, construction, services taken as criteria for assessment); (iv) Industrial production value (constant price in 2010) reached 9,258 billion VND, ranked the third; (v) Attracted tourists: 1,428,000 visitors, ranked the fourth; (vi) Food output: 317 thousand tons, ranked the first; (vii) State budget revenue: 1,192.1 billion VND, ranked the seventh; (viii) Export value of goods: 72.7 million USD, ranked the seventh; (ix) Total retail value and social services: 13,351 billion VND, ranked the third.
There are five social development targets: (i) Rate of compulsory education at school grades of communes, wards and townships: reached 100%, ranked the first; (ii) Jobs created: 18,810 employees, ranked the second; (iii) Health insurance coverage ratio: 96.8%, ranked the fifth; (iv) Number of doctors per 10,000 people (2016): 7.7 doctors, ranked the tenth; (v) Rate of poor households in 2016: 23.3%, ranked the third.
On environmental development and governance, there are 5 targets: (i) afforestation: 12,323 ha, ranked the second; (ii) Forest coverage: (in 2016) 64%, ranked the second; (iii) The provincial competitiveness index (PCI) in 2016 ranked the forty-fifth in the country, ranked the second; (iv) The Provincial Governance and Public Administration Index (PAPI) in 2016 ranked twenty-fourth in the country, ranked the first; (v) PAR Index in 2016 ranked the twenty-second in the country, ranked the first.
Although achieving an important and comprehensive result, with 78.9% of the total targets have reached the good level in the northern upland provinces, those have failed to reach the good level in the region (as mentioned above) are ones that are hard nuts, not easy to crack as the export value of goods, budget revenue (the same seventh position) and especially tough was the number of doctors per 10,000 people (ranked the tenth).
At the beginning of the tenure, the provincial Party Committee, People's Council, People's Committee, Party committees, authorities, the Fatherland Front and other mass organizations at all levels have followed up each target so as to find out solutions for the better direction and implementation. Being effortfully involved in by the political system, shared and accompanied by the people and the business community, the goal of taking Tuyên Quang to having become a good-development province in the northern upland provinces will certainly be reached.
