SAFE ORANGE JOINT PRODUCTION AND SALE PROJECT

LOCATION DESCRIPTION: In 2014, a master plan of Tuyen Quang Province was made for the construction of the wholesale market selling oranges in the industrial park of Tan Thanh, Tan Thanh Commune, Ham Yen District, Tuyen Quang Province. The purchase and classifcation of oranges are made at the wholesale market to facilitate farmers and traders to sell their produce.

The storage facilities: The industrial cluster of Tan Thanh situated in Tan Thanh Commune, Ham Yen District, Tuyen Quang Province is approximately 40 km from the heart of Tuyen Quang city along the Ha Noi - Ha Giang Highway No.2.

The safe orange zone stretches over Yen Lam, Tan Thanh, and Phu Luu communes in Ham Yen District, Tuyen Quang Province, and is 20 km from the center of Ham Yen District. These communes are blessed with natural resources and socio-economic advantages favorable for the growth of the oranges. In addition, the workforce is abundant and all these factors allow orange farmers to accumulate experience in orange production.

THE CURRENT STATUS OF LAND USE: The factory premise, the preliminary processing zone, the storage zone and the ofce. The premise was built with standards applied to industrial parks; Production forest land has yet been allocated to any institutions or individuals.

The raw material area has been allocated to households for management.

THE RAW MATERIAL AREA: The total area of agricultural land is 82,030 hectares, of which 13,643.8 hectares are agricultural production land (with 8,172.5 hectares being allocated for perennials), 67,846.1 hectares forestry land, 537.4 hectares aquaculture and other agricultural land. This region has a long history and an enriched culture blessed with fertile soil and temperate climate, which are favorable for tree growth. Additionally, the workforce is abundant with 88% being rural workers. The orange zone of Ham Yen (Tuyen Quang Province) has an area of over 5,000 hectares and is centralized with the overall production reaching 60,000 tons per annum. In 2013, the Ham Yen orange was named among the ten most well-known brands in Vietnam. In 2015, the Ham Yen orange received the Golden Cup for “the Golden agricultural brand of Vietnam”. For the time being, over 30 hectares within the raw material area are Globallcert-certifed, which recognizes that the production follows VietGAP criteria and the production for the entire area is estimated at 600 tons per annum.

 SCOPE: Developing the orange production site in the province with the total area reaching over 8,000 hectares, productivity 5.0 tons per hectare and yield 120,000 tons. Applying the GAP standards to the orange production site over the project area of more than 2,000 hectares. Striving for the average productivity of more than 150 tons per hectares, yield of 30,000 tons and the overall value of over 1,300 billion VND. Completing the operating ofce, storage and preservation facilities, employee accommodation, concrete ground, 3-phase power system, water supply and drainage system, electric weigh station, etc., to facilitate the preservation and trade of the product. Promoting the combination of production and trade of safe oranges; making sales contracts with markets within and outside of the province; selling the product through processing enterprises and exporting around 30% of the total orange yield

SOCIAL - ECONOMIC BENEFITS: Mobilizing social resources to the production, development, connection and sales of the product for the purpose of enhancing the values, sales price and quality of Ham Yen green oranges to guarantee the product’s stable sales. Creating jobs for locals. Making contributions to socio-economic development, economic growth and making a shift in economic structure to industrialization and modernization. Making contributions to the State’s Budget.

GROUNDS FOR PROJECT ESTABLISHMENT: The 2014 Law on Investment No. 67/2014/QH13 promulgated by the National Assembly on November 26, 2014 on the amendment of a number of articles stipulated in the Law on Investment No. 59/2005-QH11, the Law on Land dated November 29, 2013, and the Law on Forest Protection and Development dated December 03, 2004. The Decision No. 2426/QD-TTg dated December 28, 2015 on the approval of amendments made to the master plan for the socio-economic development in Tuyen Quang Province to the year 2020, with the extension to the year 2025.

The Decision No. 535/QD-UBND dated December 31, 2014 of the People’s Committee of Tuyen Quang Province on the approval of the planning of cultivation development in Tuyen Quang Province to the year 2020, with the orientation to the year 2030. The Decision No. 208/QD-UBND dated July 14, 2015 of the People’s Committee of Tuyen Quang Province on the approval of the Scheme on the Reform of the Agricultural Sector in Tuyen Quang Province with regards to improving added value and sustainable development in the 2015-2020 period. The Decision No. 338/QD-UBND dated August 27, 2014 of the People’s Committee on the approval of the Scheme on the development of the production area for green oranges in Tuyen Quang Province in the 2014-2020 period.

The Decision No. 535/QD-UBND dated December 31, 2014 of the People’s Committee of Tuyen Quang Province on the approval of the planning of cultivation development in Tuyen Quang Province to the year 2020, with the orientation to the year 2030. The Decision No. 208/QD-UBND dated July 14, 2015 of the People’s Committee of Tuyen Quang Province on the approval of the Scheme on the Reform of the Agricultural Sector in Tuyen Quang Province with regards to improving added value and sustainable development in the 2015-2020 period.
