LOCATION DESCRIPTION : Ham Yen District is situated to the West of Tuyen Quang Province and shares the border with Bac Quang District (Ha Giang Province) to the North, Yen Son District to the South, Chiem Hoa and Lam Binh Districts to the East, and Yen Binh and Luc Yen Districts (Yen Bai Province) to the West. It is 50 km from Tuyen Quang City, 160 km away from Noi Bai international airport, 190 km from the Capital of Hanoi, 257 km from Lao Cai border gate and 120 km from Thanh Thuy border gate in Ha Giang Province.

THE CURRENT STATUS OF LAND USE:

The factory premise, the preliminary processing zone, the storage zone and the office. The premise was built with standards applied to industrial parks; There are no industrial parks dedicated to tea and vegetable production factories; Production forest land has yet been allocated to any institutions or individuals.

The raw material area has been allocated to households for management.

THE RAW MATERIAL AREA The current raw material area is over 5,000 hectares and an additional area of more than 2,500 hectares is allocated for orange cultivation and is located over 15 communes and towns of Ham Yen and Chiem Hoa Districts (Those communes are Yen Thuan, Bach Xa, Minh Khuong, Minh Dan, Phu Luu, Tan Thanh, Yen Lam, Yen Phu, Tan Yen town, Minh Huong, Nhan Muc, Bang Coc, Thai Son, Ham Yen District; Trung Ha Commune, Ha Lang in Chiem Hoa District). The overall area planned for orange production is more than 8,000 hectares.

GOALS: Successfully constructing an orange juice processing factory equipped with an advanced and modern production line with the capacity of over 30,000 tons of oranges per annum. The fnal products will be suited for market demands and highly competitive.

Consolidating the brand name of Ham Yen green oranges; taking full advantage of the district’s strengths in natural conditions such as soil and climate to develop an orange production site in an appropriate scale; applying technological advance in increasing productivity and quality, contributing to improving the income and living standard of farmers while hitting the target of agricultural sector reform and transforming the rural life of the province

SOCIAL - ECONOMIC BENEFITS: Making contributions to socio-economic development, economic growth and making a shift in economic structure to industrialization and modernization. Creating jobs for locals. Making contributions to the State’s Budget.

GROUNDS FOR PROJECT ESTABLISHMENT: The 2014 Law on Investment;

The Decision No. 2426/QD-TTg dated December 28, 2015 on the approval of amendments made to the master plan for the socio-economic development in Tuyen Quang Province to the year 2020, with the extension to the year 2025;

The Decision No. 231/QD- CT dated March 27, 2012 by the Chairman of the People’s Committee on the approval of the master plan for tourism in Tuyen Quang Province to 2015, with the orientation to 2020 and vision up to 2030;

The Decision No. 491/QD- UBND dated December 18, 2013 by the People’s Committee of Tuyen Quang Province on the approval of adjustments made to the master plan for industrial development in Tuyen Quang Province up to 2015 with the orientation to 2020;

The Plan No. 63/KH- UBND dated December 17, 2014 by the People’s Committee of Tuyen Quang Province on the planning of the industrial cluster in Tuyen Quang Province;

The Decision No. 535/QD-UBND dated December 31, 2014 of the People’s Committee of Tuyen Quang Province on the approval of the planning of cultivation development in Tuyen Quang Province to the year 2020, with the orientation to the year 2030;

The Decision No. 338/QD-UBND dated August 27, 2014 of the People’s Committee on the approval of the Scheme on the development of the production area for oranges in Tuyen Quang Province in the 2014-2020 period;

The Decision No. 208/QD-UBND dated July 14, 2015 of the People’s Committee of Tuyen Quang Province on the approval of the Scheme on the Reform of the Agricultural Sector in Tuyen Quang Province with regards to improving added value and sustainable development in the 2015-2020 period.

THE POLICY INCENTIVES FOR INVESTMENT:

The Decision No. 62/2013/QD-TTg dated October 25, 2013 of the Prime Minister on the policies for promoting cooperation development, combining production with the sales of agricultural products, and building large-scale fields.

The Decision No. 68/2013/QD-TTg dated November 14, 2013 of the Prime Minister on the support policies for agricultural loss mitigation.

The Decree No. 210/2013/ND-CP dated December 19, 2013 of the Government on the policy for encouraging enterprises to invest in agriculture and rural areas.

The Resolution No. 10/2014/NQ-HDND dated July 22, 2014 of the Provincial People’s Council on the mechanism and policy for encouraging the development of farming economy in Tuyen Quang Province;

The Resolution No. 12/2014/NQ-HDND dated July 22, 2014 of the Provincial People’s Committee on the mechanism and policy for supporting the production from a number of plants and animals in Tuyen Quang Province.
