Political system unanimously reduces communal administrative units

According to the direction in the Resolution of the 6th Central Conference (XII), the mission of reducing commune-level administrative units (communal units) was considered as one of the most important mission. It, therefore, would become a basic step for reducing the number of administrative units, public non-business units, and State employees. And most importantly, this policy has received consensus among staff, party members and voters.

 A systematic and synchronous manner

In accordance with the 2019- 2021 Provincial Commune Rearrangement Project and Tuyen Quang city’s plan in expanding and establishing new Ward units, our goals is to reduce 3 administrative units including Sam Duong, Thanh Phat commune (Son Duong district) and Tan Binh town (Yen Son district) in 2019. Meanwhile, Tuyen Quang province will have 2 new communes: Tan Thanh (the combination of Tuan Lo and Thanh Phat commune) and Truong Sinh (the combination of Sam Duong and Lam Xuyen commune). Tan Binh town (Yen Son district) will become a part of Doi Can commune (Tuyen Quang city), which will be renamed as Doi Can ward. At the 8th conference, the Provincial People’s Council XVIII enacted a resolution on approving the reduction of communal units project during 2019 - 2021.

According to recent regulations, communal units which have not reached 50% of the standard of natural area population-scale will be cut off. If Tuyen Quang implemented successfully the above regulation, it would be a key factor that helps the province becoming a Class II City by 2020.


The Standing Committee of the Party Committee of Tan Binh Town (Yen Son) held a meeting of leadership and propaganda on merging Tan Binh with Doi Can Commune to establish Doi Can Ward.

The provincial People's Committee has assigned subordinate departments of Son Duong, Yen Son and Tuyen Quang city to specific missions of the Project. The Department of Home Affairs (DHA) is responsible for drafting a general plan of communal unit rearrangement and submit it to the Provincial Party Committee. The draft then will be sent to the Ministry of Home Affairs.


After receiving the opinion of the Ministry, the DHA, in cooperation with relevant agencies, had gone into details about the plan. In accordance with Article 131 of the Law on Local Government Organization and Other Government guidelines, local residents, who were living in these reduction communes, had been asked for their opinions about the reduction plan. As a result, the survey was publicly announced with the proportion of “yes-vote” was above 85%. The proportion was even higher in Tan Binh (100%) and Tuan Lo (93,4%).

Officials, party members and people agree


Nguyen Van Dieu, Vice Chairman of Sam Duong Commune People's Committee (Son Duong) shared that Sam Duong commune had dismissed 5 staff and he was one of those. Due to lack of professional qualification, staff like Dieu, however, cannot be retrained because of his age. But as a civil servant, Dieu still agreed with the policy of streamlining the apparatus of commune officials and civil servants.

Chairman of Thanh Phat Commune People's Committee Duong Duc Quang said: “We unconditionally followed the decision of the Party and the State. We are highly consensus and exemplary even though we are probably not in charge anymore”

Staff and officials in communal school and health stations were also focused on and needed to be carefully observed and carried out. Doctor Nguyen Kim Cuong, Head of Thanh Phat Health Station (Son Duong) said the station had 4 doctors and staff and some of them would have to move to other communes. “We all highly agreed with the policy of merging communes” – said Cuong.
